NCCI class code 5551 is the common Florida classification for roofing—all kinds and drivers. It covers a broad trade, so the application still needs to describe tile, shingle, metal and membrane work; residential versus commercial jobs; tear-off; roof pitch; maximum height; and employee versus subcontract labor. Final code assignment remains with the carrier or NCCI.
Delray Beach is in Palm Beach County, outside the Miami-Dade/Broward High-Velocity Hurricane Zone. It still sits in South Florida’s wind-borne-debris environment and uses Florida Building Code and local permit review. The City accepts building permit submittals through eServices, while Palm Beach County maintains a South County permit center in Delray Beach for county-jurisdiction work. Do not copy a Broward permit narrative
Delray Beach is not inside the Broward/Miami-Dade HVHZ, so copying an HVHZ paragraph from a Fort Lauderdale page would be inaccurate local content. Palm Beach County projects still have wind design, product, reroof and inspection requirements, but the correct permitting authority and forms depend on whether the address is inside the City or unincorporated county jurisdiction.
For insurance, that distinction does not create a city rate. It helps verify the actual project mix.
